China's energy-saving and emission reduction work has achieved results

Zhu Zhixin, deputy director of the National Development and Reform Commission, stated on the 27th that China has made notable progress in energy conservation and emission reduction this year. Speaking at the 11th session of the 11th National People's Congress Standing Committee, Zhu reported on the implementation of the national economic and social development plan for the year. Since the beginning of the year, China has continued to advance key projects aimed at reducing energy consumption and emissions. The central government allocated 4.18 billion yuan to support ten major energy-saving initiatives, wastewater treatment in key river basins, and urban sewage infrastructure. Financial incentives were also provided to promote the use of energy-efficient products, with a target of distributing 50 million energy-saving light bulbs. Efforts have also been focused on pollution control in regions like Taihu Lake and Chaohu Lake. Regulatory improvements have been made, including the enforcement of the new Water Pollution Prevention Law, turning administrative measures into legally binding actions. A nationwide ban on ultra-thin plastic bags took effect from June 1st. New policies and standards were introduced, such as 15 national emission and cleaner production regulations for industries like steel and chemical fibers. China has also intensified environmental law enforcement and monitoring. Energy-saving targets from 2007 were evaluated, and provincial emission reduction achievements were publicly disclosed. Several projects violating environmental laws were halted. The national energy conservation and emission reduction campaign continues, with the State Council issuing directives to cut fuel and power use, such as limiting official vehicle use and controlling street and landscape lighting. Public agencies are now required to follow energy-saving guidelines, and an awareness campaign called "Energy Conservation in the Law, Action for the People" was launched to encourage broader public participation. In the first half of the year, 8.36 million kilowatts of small thermal power units were shut down, along with nearly 20 million tons of outdated cement production capacity and 375,000 tons of obsolete papermaking capacity. Urban sewage treatment capacity increased by 5 million cubic meters daily, and over 40 million kilowatts of desulfurization units were installed. The energy consumption per unit of GDP fell by 2.88% year-on-year, a slight slowdown compared to the previous year. In the first quarter, chemical oxygen demand and sulfur dioxide emissions are expected to decrease by 1% and 1.9%, respectively, continuing their downward trend.
