Previously, Rong Jun, a member of the Beijing Municipal Transportation Commission, mentioned that the policy of delineating low-emission areas and collecting traffic congestion fees will be studied at the same time. The charging range of traffic congestion fees may be set in low-emission areas, but other methods may be used. Charges are made.

The plan also mentioned that before the end of December, the development of electronic license plate technology, the implementation of refined management of motor vehicles, to provide technical support for air pollution and ease of traffic congestion.
