The "Implementation Measures" stipulates that governments at or above the county level shall take overall responsibility for the safety management of school buses in their respective administrative regions , establish a joint conference system for school bus safety management, rationally plan and set up public transport lines and stations, and establish a school bus information management system to collect and record information. School bus information, etc. The government at or above the county level shall incorporate the safety management of school buses into the responsibility evaluation content of safety production targets. Where the county-level or higher government fails to perform school bus safety management duties and causes major school bus accidents in this administrative area, the responsible leaders and directly responsible personnel shall be given sanctions according to law.
The "Implementation Measures" also stipulates that it is forbidden to use vehicles that have not obtained school bus signs to provide school bus services, and it is forbidden to rent, buy, sell or transfer school bus signs. Otherwise, the traffic management department of the public security organ of the county-level or district-level people's government will collect the lease, purchase, sale, and transfer. The school bus signs are fined between 1,000 yuan and 2,000 yuan.
In addition, the school bus will also install a satellite positioning device with video surveillance and driving record functions, and access to the local public security or transportation sector monitoring platform to implement dynamic management, real-time monitoring.
