The provincial government of Jiangsu Province recently signed the “12th Five-Year Plan†and the 2011 Energy Conservation Objective Responsibility Letter with 13 municipalities under provincial jurisdiction. According to the province's unit GDP energy consumption during the "12th Five-Year" period, the target task of dropping 18% during the 12th five-year period and 3.5% in 2011, the responsibility of the city has been decomposed. The decomposition is based on the energy consumption per unit of GDP, per capita GDP and total energy consumption, combined with regional industrial structure conditions and energy-saving potential, regions with relatively high bases should undertake heavier tasks of energy conservation and consumption reduction. The four cities of Nanjing, Wuxi, Suzhou, and Changzhou were the first-class regions, with the two indicators falling by 19% and 3.7% respectively; the Xuzhou, Zhenjiang, Taizhou, and Huai'an four municipalities were the second-class regions, which dropped by 18% and 3.5% respectively; Nantong and Yangzhou. The four cities of Lianyungang and Yancheng fell by 17% and 3.3% respectively in the three categories; Suqian was in four categories, falling by 13% and 2.5% respectively.
