The dye industry will face challenges in the second half of the year

In the first half of 2007, China's dye and organic pigment industry faced multiple challenges. The cancellation of export tax rebates, rising raw material costs, increased demand for waste management ("three wastes"), and the appreciation of the renminbi all contributed to a difficult operating environment. Despite these pressures, the sector maintained a generally stable development trend, with economic performance remaining relatively strong. According to data from the National Bureau of Statistics and the China National Dyestuff Industry Association, total dye production in the first half of the year reached 378,000 tons, up 10.9% year-on-year. Organic pigment output was 96,000 tons, an increase of 12.6%. Although the growth rates slowed compared to previous years—dye production dropped by 1 percentage point, and organic pigments by 2 percentage points—companies adapted by focusing on product innovation, quality improvement, and enhanced after-sales services. These efforts helped maintain profitability despite lower production volumes in some cases. Export figures also showed positive trends. Dye exports totaled 197,700 tons, a 15.6% rise compared to the same period last year, with foreign exchange earnings reaching $447.24 million, up 15%. However, export prices declined by $15 per ton. For organic pigments, exports were around 40,000 tons (excluding paint-related products), up 20.6%, and foreign exchange earnings rose 30.5% to $385.59 million. The unit price of organic pigments increased from $4,388 to $4,746 per ton, contributing an additional $29.12 million in revenue. Looking ahead, the second half of 2007 brought further difficulties due to macroeconomic policies and slower downstream industries. Growth is expected to slow, and the industry must adapt to new challenges. First, companies need to closely monitor changes in tax rebate policies. On July 1, the government canceled export tax rebates for 687 products, including dyes and organic pigments. This significantly increased costs for export-oriented firms, forcing them to raise prices or risk being eliminated. Long-term success will depend on innovation, quality, branding, and customer service. Second, energy conservation and pollution control remain critical. The industry has been classified as highly polluting, prompting stricter regulations. Companies must adopt cleaner technologies and modern equipment to meet environmental standards and improve production efficiency. Third, compliance with EU REACH regulations became a key concern. With the regulation coming into effect in June 2007, Chinese dyestuff exporters must ensure proper registration to avoid market access issues. Given that about one-third of China’s dye exports go to the EU, early preparation is essential. Finally, building a strong Chinese brand is crucial. As China produces over half of the world’s dyes, the industry must focus on developing large-scale, competitive enterprises with strong R&D capabilities and international recognition. This is a vital opportunity to enhance global competitiveness through innovation, quality, and service excellence.
