    From 19:00 p.m. on September 13th, more than 300,000 people in the Chang’an District of Xi'an City had to face a “water shortage” that fell from the sky due to the accidental excavation of main water supply pipelines due to blind construction of power construction teams. The continuous suspension of water for at least five days has not only affected the public's eating and bathing but also seriously affected them. It has also caused the citizens to ask questions. Once again and again, because of improper construction, the responsibility of the masses for water use should be negative.
    Ms. Guo is the owner of the Smart City Community in Chang’an District, Xi’an. On the evening of the 13th, she returned home. Ms. Guo found out that the residential property posted an emergency notice and the district stopped water at 19:00 on the 13th. Since the water cut was very abrupt and the residents' homes had almost no reserve water, the order of life of Ms. Guo and her more than 20,000 neighbors was suddenly disrupted. Cooking, washing and flushing toilets at home have been seriously affected and many people have to go out and buy mineral water for emergency.
    Ms. Guo: At home, even if cooking is done with temporary water, what should I do if I take a bath or flush the toilet? This is a relatively large amount of water.
    Not only was Ms. Guo and over 20,000 households in her community affected, but more than 300,000 people in 67 local residential communities and more than a dozen colleges and universities had been caught in a “water shortage” because of sudden water stoppages. The "culprit" that led to the "water shortage" is blind construction. According to the water department's introduction, at about 4 pm on September 12th, Xi'an Rongsheng Pipeline Technology Engineering Company cut off the main pipeline of the city's water supply during the construction of the cable, and the water company immediately started repairs. Chang'an District Water Company staff said:
    Workers: The top pipe of the electric power construction is on the top of the pipe and it is broken.
    Reporter: Did they come to us for the record and consultation before?
    Staff: There have also been records and consultations.
    Reporter: Why did you cut it?
    Staff: There are too many variables in construction, underground!
    The reporters at the scene saw that there were two large loopholes in the upper part of the water supply pipe, and the steel bars were exposed. This was the point of leakage of the tap water pipe. Workers are digging and cleaning the soil around the pipeline to prepare for the next repair.
    Zhou Yunwu, deputy director of the Chang'an District Water Affairs Bureau, said: “The light must be filled with holes, and the walls above must be thickened. Therefore, the difficulty is correspondingly large. The pipeline has a total length of 5 meters, and it must be filled with more than 3 meters.
    Despite the active measures taken by the local government, it was necessary to repair the water pipes that were cut off day and night. However, when we searched for news, we discovered that just this year, Xi’an City had seen several incidents of water stoppage due to construction damage to water pipes. After the water supply pipeline has repeatedly encountered violent construction, who should stand up to bear the corresponding responsibility?
    The reporter contacted Xi'an Rongsheng Pipeline Technology Engineering Company. The staff member said that it was not their responsibility to cut the pipeline. The water company did not provide the necessary cooperation and guidance for the construction.

We went to the clerk of the water company to check the CAD drawings. The data shown on the map was similar to the actual operation distance. Not on the number, not very consistent.
    For the Rongsheng company, Chang'an District Water Company did not agree with them. They stated that the construction company Rongsheng had previously damaged the pipeline.
    Chang'an District Water Supply Company staff: Because this is their second time, the first accident was not serious this time. In the course of their construction, we have repeatedly urged and reminded us where there are water pipes for us and explained them to them.
    Regarding the statement that the two parties are inconsistent, the relevant departments have been involved in the investigation. The domestic water for residents is also being solved. The Chang’an District Government purchased a small water storage tower overnight, organized 20 transport trucks, set up 21 temporary water supply stations and 600 large-scale water delivery buckets in residential quarters and densely populated areas, provided free water to the residents throughout the day, and made full efforts to relieve residents. It is difficult to use water. The estimated arrival time is 19 points on the 18th.
