The project entrusts the government procurement center of the central state organs and the procurement center of the central government directly to implement open tendering and procurement, and adheres to the principle of “openness, fairness and justice”. The project bidding announcement has undergone preliminary research, expert argumentation, and extensive consultation for the society. On August 20th, the entrusting party and the procurement center organized a pre-biding question and answer session to answer the questions raised by the bidders and the precautions in the bidding.
It is understood that the project is divided into three sub-items. The first sub-item is the vehicle appraisal evaluation, the bidding provides the appraisal evaluation and related services of the designated number of official vehicles; the second sub-item is the vehicle auction, and the vehicles entering the auction list are auctioned according to the evaluation of the specified number of official vehicles. Related services; the third sub-item is the disintegration of the vehicle, according to the assessment of the specified number of official vehicles, dismantling and related services for vehicles that need to be dismantled. The bidding conditions focus on seven aspects of the special services, past performance, and team level of the disposal organization. The service period of the bidder in the project is 3 years. From the date of signing the contract, the contract performance service will be signed once a year.
The central and state organs involved nearly 5,000 vehicles under reform at this level, and the vehicles that need to be disposed of are handled by the State Administration.
After the bus reform, ordinary official travel is chosen by civil servants and socialized. It is understood that in June this year, the government procurement center of the central state organs conducted public bidding for official car rental, and for the first time, the supplier was determined through the form of government procurement, providing car rental and charter services for the central state organs and their administrative agencies at all levels.
