On March 29, the Ministry of Industry and Information Technology announced the "Notice on Strengthening the Management of Fertilizer and Pesticide Industries to Ensure Production and Supply". The notice made specific arrangements on the current situation of production and operation of chemical fertilizers and pesticides in China, several important issues that should be seriously addressed at present, and the completion of the stable production and guarantee supply of chemical fertilizers and pesticides in 2010.
The "Notice" estimates that the total urea production in 2010 will be 32.2 million tons (equivalent to the same below), an increase of 9.7% (of which 2.3 million tons will be exported); the output of phosphate fertilizer will be 15.5 million tons, an increase of 4.75%; and the output of potash fertilizer will be 4 million tons. An increase of 9.4%; total pesticide production will reach 2.3 million to 2.4 million tons, the main varieties can meet the needs of agricultural production.
The "Notice" emphasized that the current overcapacity tends to be surplus and the phenomenon of overheated investment is worth noting. The industrial concentration is low, the task of adjusting the structure is arduous, and the external dependence of potassium resources remains high. Cases of counterfeit agricultural materials and security risks cannot be ignored.
The "Notice" requires the industry to pay close attention to the new conditions and new issues that arise in the reform of fertilizers, actively promote the formulation of development plans for fertilizers and pesticides and the conditions for entry, do a good job in the administrative licensing of pesticides according to the law, actively carry out technological transformation of chemical fertilizers and pesticides, and continue to do a good job. Production supervision and anti-counterfeiting of agricultural resources will effectively strengthen the coordination and guidance of the production and supply of chemical fertilizers, and do a good job in stabilizing the production and safeguard supply of chemical fertilizers and pesticides in 2010.
