The China-Chile Free Trade Agreement was officially signed in mid-November, marking a significant milestone in bilateral economic relations. Starting from July 1 of next year, both countries will fully implement the tariff reduction process for goods trade. This agreement, known as the "Free Trade Agreement between the Government of the People's Republic of China and the Republic of Chile," is China’s second free trade pact after the China-ASEAN FTA and the first with a Latin American country. Under the agreement, 97% of tax items in both countries will see their tariffs gradually reduced to zero over the next 10 years. This move is expected to boost trade volumes significantly, especially for Chinese exports such as electromechanical products, automobiles, textiles, and home appliances. According to data from the Chilean Embassy in China, bilateral trade reached approximately $5.25 billion in 2004, showing a 52% increase compared to the previous year. In the first nine months of this year alone, trade hit $5.3 billion, up 36% year-on-year. The Ministry of Commerce's International Department highlighted that the agreement will further strengthen economic and trade ties, particularly in the automotive sector. Chinese cars, priced around $10,000, are gaining popularity in Chile. Local reports indicate that sales of affordable vehicles rose by 40% in 2004, outpacing overall growth. With the FTA, Chinese mechanical and electrical products, including cars, will enter the Chilean market with zero tariffs within five years. Chile's car market is expected to grow rapidly, with projections reaching 175,000 to 185,000 units this year—a rise of 18% from 2004. By 2007, one car per six people is expected, and by 2010, one per five people, catching up with Argentina and Brazil. Family sedans and economical cars dominate the market, but small passenger cars are also making an entrance. Currently, most imported cars come from Japan and South Korea, accounting for nearly half of all imports. However, Chinese automakers are seen as a potential threat due to their cost advantage. Local experts estimate that Chinese cars could be 15% to 30% cheaper than local models, making them highly competitive. In 2006, Chile will enforce Euro IV emission standards, posing a challenge for foreign manufacturers. While Chinese dealers remain optimistic about their prospects, they must also navigate cultural and language barriers when entering the Chilean market. Chile, with its extensive network of free trade agreements, offers a strategic gateway for Chinese companies to access Latin America, the U.S., and Europe. As more firms seek to expand into Chile, the Ministry of Commerce is working to support them through the transition period of the FTA.
