Libertyville FD to hire deputy chief

From excerpts of the ChicagoTribune.com: In the lead-up to what was expected to be a challenging first state budget under Governor Bruce Rauner, Libertyville's trustees decided in April to delay making several financial decisions. Half a year later, with no clear resolution from Springfield, they felt compelled to address some immediate needs despite lingering uncertainties. One of the deferrals involved hiring a new deputy fire chief, a role that had been vacant since a retirement a few years prior. The cost to fill this position, including salary and benefits, would amount to approximately $150,000 annually. Additionally, Libertyville had planned to expand its salt storage silo, fund a survey for downtown buildings for its historic preservation commission, and reduce the electric utility tax, among other initiatives. At the time, Rauner had proposed a two-year freeze on property taxes and suggested Illinois retain half of the municipal income tax. According to Finance Director Patricia Wesolowski, these proposals could result in a $1 million annual loss from income taxes and around $600,000 in foregone property tax increases over two years. Although these specific measures seem to have stalled, a new issue has surfaced. As of November 10, Illinois is withholding roughly $660,000 in various taxes owed to Libertyville. This includes $440,000 in 911 fees, $150,000 in gasoline sales tax, and $70,000 as Libertyville's share of the "use tax," which applies to items like vehicles purchased outside the state but used within Illinois. The state was supposed to finalize its budget by July 1, but Rauner has refused to sign off on any unbalanced budgets. Efforts to resolve the budget deficit have largely hit a deadlock, leading Illinois to halt many payments and stop redirecting collected taxes to local governments. In February, Libertyville entered into a two-year agreement to provide fire services to the unincorporated area of Knollwood, situated along Route 176 just east of Interstate 94. Under this contract, Libertyville would receive $100,000 annually, meaning they would contribute $50,000. The initial estimate anticipated around 100 emergency calls per year, but Chief Rich Carani reported 102 incidents between February and early November. Despite ongoing concerns about revenue streams from Springfield, trustees ultimately voted to hire a new deputy fire chief. Chief Carani has been managing an increasingly heavy workload, which has raised concerns about organizational health. Since 2009, Libertyville has bolstered its reserves through new taxes and a return of sales tax revenue, accumulating $4.2 million more than the recommended rainy-day fund level. In April, trustees debated using part of this surplus to pay down construction debt early and allocate additional funds toward police and fire pensions, which were severely underfunded following changes in benefit structures and revised life expectancy projections for retirees. This decision was also postponed, and on November 10, trustees opted to hold off again, reasoning that the funds might be necessary to cover any future shortfalls caused by Illinois withholding or indefinitely halting tax transfers.
